It looks modest; it is a contract: the pawn gains space, opens a lane for the elephant, and — the whole point — clears the horse's leg for the jump 马三进四 to the river mouth at f4. Black answers in kind with 卒3进1, his own 3-pawn, and both sides race for the riverbank.
